As extensive as the debates have raged about the “sanctuary city” as protecting undocumented residents and the contention that they are new is as erroneous as the contention that they are illegal and somehow un-American.  Although the term “sanctuary” to describe cities is only a few decades old, the concept runs deep in U.S. history and political culture.
